How did the “Langhaus” school building catch fire in 1967?

Answer C is correct: the 12-year-old student. A was just a baseless rumor, although the insurance company did cover half the cost of financing the current main building. B is at least partially correct, because the school fire department was unable to contain the fire due to inadequate firefighting equipment.
